What is a Scooter?

According to the Government a Scooter can be either a Moped or a Motorcycle.

A Moped is a Motorcycle which:

     Has a maximum speed of 50km/hour (30mph)

     Must not have an engine of over 50cc

     Can be propelled by pedals (if used before 1/8/1977)

A learner driver can drive a Motorcycle which:

     Has a maximum engine size of 125cc

     has a maximum power output less than 11kw (14.6bhp)
